August 23 is Not A Holiday, Declares Pres. Noynoy

August 23 is a regular working day as per Philippine Holidays.

August 23 is Regular Day
August 23 is Regular Day

President Benigno PNoyAqunio III reversed today the earlier August 23 non-working holiday proclamation of the previous administration.

The palace expressed that the revision of Proclamation 1841 making August 23 to become a regular working day and returning it to August 21 as the non-working holiday was meant to unburden local businesses of another unnecessary holiday.

The purpose for observing Ninoy Aquino Day on August 21 instead of August 23 is to avoid the imposition of unnecessary financial burden upon the employers,… business, and commercial transaction, promote productivity, while at the same time preserve the solemnity of the observance,” as released in the Palace statement.

A few days ago, the president has already expressed his inclination not to make August 23 a holiday. Personally, I do get the point of Pres. Noynoy. However, the August 23, 2010 holiday declaration has been officially released since July of 2009 and was already considered by private businesses since then.

What the current administration should have done is to let this year’s schedule push through as is; and implemented his inclination starting next year. Not this year.

I think that would have been a more sound decision.

Being a home based internet professional, I am not directly affected by this holiday changes. However, I feel the frustration of those who have already made plans according to the supposed status quo. Although trivial, I am disappointed and I expected the president whom I voted for and his advisers to be at least a little wiser than me.

For the guidance of all, again, according to the latest decision, August 21 is a NON-working  holiday and August 23 is a regular working day. Aug 30 , National Heroes Day, remains to be a regular holiday. Check this link for other Philippine Holidays.

  1. @Mikko – cool lng ‘tol. 🙂 At the very least, it was announced more than a week in advance. 🙂 not like a few days before. 🙂

    Hahaha!

  6. what is the difference of a ‘special non-working holiday’ to a ‘non-working holiday’ declared on aug 21, 2010 if our company do have a saturday work? thanks.

    @jetaw – yeah

    @noemi – ‘non-working holiday’ is same as reglaur holiday where you get the full lawful benefits of a holiday. ’special non-working holiday’ have lesser benefits since these are holidays which are not common but just declared to be holidays due to a special cases.

    @a simple – wehehe. 🙂

  12. I understand the President’s point with regards to the long holiday scheme. It may have brought in difficulties in business and commercial transactions and productivity, not to mention its effect to those under the “No work, no pay” type of compensation.

    However, as Sago have mentioned, the year’s long weekend schedule have already been realeased before 2010 and both employers and employees have already considered it in their business and personal plans for the calendar year. Since we are already more than halfway into the year, the logical thing to do wold be to stick to the 2010 schedule and implement the changes the next year.

    My sympathy goes to those who have already made arrangements and paid for their Aug 21-23 holiday in advance. They won’t be able to apply for a refund with only a week’s notice prior to their trip.

  13. @A Simple Pinoy – haha! natawa ko dun ah..

    @nhotz23 – yep! pareho tayo ng nararamdaman..

    @kate – tumpak!

    @ok lang – wag mo sanang lahatin brad. kung mababasa mo yung salaysay ko sa taas eh siguro naman maiintindihan mo mga hinaing namin. hehe! tsaka FYI lang pag holiday at nagtatrabaho ka may sweldo pa rin yun. kaya pano mo nasabi na ok lang sa mga nagtatrabaho na gusto kumita ng pera na may pasok sa 23 eh “with pay” pa rin naman yun??? at sa mga students naman na sinasabi mo na gusto mag-aral at masaya na hindi na holiday ang 23, well ewan ko lang ha.. pero wala yata akong kilalang student na kahit gano katalino at kagusto mag-aral eh natuwa sa ginawa ni noynoy.. ang tingin ko lang na mga natuwa e syempre yung mga business owners.. sila lang siguro.. sobrang masugid ka siguro na taga-suporta ni noynoy. teka nga di kaya kamag-anak ka ni noynoy? kris aquino ikaw ba yan?! hehehe! joke lang po!

    peace tayong lahat.. wala na tayo magagawa.. andyan na yan eh.. kahit anong hinanakit gawin natin eh di naman tayo papansinin ni noynoy.. 😉

  14. ako in favor. reason? what is the essence of a holiday kung moved ang date.

    anyway, (correct me if im wrong) as far as i know, tayo lang ang bansang maraming non-working holidays. and i don’t think that’s productive. why? think.
